A RESEARCH ON URBAN DESIGN OF SUSTAINABLE URBAN NEIGHBORHOOD——A Study of Hualien City

Abstract：The 21st century is an era with sustainable development as the goal. Rio Declaration and Agenda 21, brought up in the Earth Summit by The United Nations in June, 1992, urges each country to bring out concrete policy for sustainable development with the idea "Think Globally, Act Locally", to reach global sustainable development by local strategy of urban and rural plan. Hualien City is one of the major cities for sightseeing in the eastern area of Taiwan. Congenitally with plentiful, various natural and artificial sceneries, it portrays the characteristic Townscape Renaissance Project imperceptibly. Moreover, Hualien City is the main city of development in the eastern area, thus gets an advantageous position on providing modern facilities for constructions. Therefore, if the development of Hualien City could be designed by the idea of the cooperation with neighborhood community, it models the city image of coexistence in ecology culture and scientific technology. Also, it will be helpful to promote the tourism and the quality of citizen life. In view of the above, this survey aims to match up the basic sustainable urban neighborhood theory with the outcome of the detail research, the In-depth Interview, and the Questionnaire Survey in Hualien City, searching for the townscape image of Hualien City, exploiting the ideal side and the reality side as well as bringing up a conception of sustainable townscape designing. Two suggestions are proposed in the paper:1) the scheme of the Hualien sustainable urban neighborhood community is recommended to be adopted into the third examination of the Hualien urban scheme in order to allow this community to be even better. 2) In terms of regulation of urban planning and land use, the content management and the principles of important areas are recommended to be explicitly emphasized in the third examination in the future. Given geographical backgrounds in Hualien, the urban scheme based on line area is recommended to be employed.
